Salary cap will be a constant $72 million each year. If you trade cash, you lose that cap space so your cap will simply be lowered. If you do trade cash, your cap total will be reset each offseason (right after the Superbowl). If you go over the cap, you must get back under before you play a game (or you will forfeit). During the season, if you are over the cap, you may NOT make another roster move (trade or signing) that doesn’t lower you under the cap, you may only cut players and still be over the cap.

We are making an amendment to the salary cap over the next few years. Salary cap will remain at 72 this year, however will drop to 70 mil. next year, and quite possibly 68 the year after. We have decided not to make changes to this without notice, however we feel the cap needs to be tighter to promote a more competitive league.
Furthermore, we are also putting a hard cap on the salary cap, we will be limiting the amount a team can trade for to 8 million. We are starting it higher this year, for the same reason as above, and we will plan to lower it by 2 mil. next year, and again the year after.
Right now we do not have a floor put on how much you can trade away, however that will be up for debate year to year as well.
