New owners joining, and filling in on a team that had a previous owner, will be allowed to only pay 75% discount of the RB on the first player they cut or trade. Regardless of the total RB on the player, only 25% will need to be paid.
They will have regular options on how to pay off that 25%, split or no split. And this will only be a one time deal, hopefully to help ease new teams in.
However, if this is used during the regular season and a owner joins half way through, the player that is cut will be withheld from FA until after the Superbowl. This prevents a big name from entering the market and drastically changing things.

Also to help our new owners often joining lame duck teams in need of some help we will offer one of two things.
Either a Compensatory 2nd round pick or 10 mil in cap. This rule is just being added at the end of the 2013 season. This is too close to the 2014 rookie draft, so 2nd round picks will not be given to any of this years new owners. Not until the new owners coming in after the 2014 season. However this years newbies will be given $10 million in shiny fake dollars. This is, and when given will always have a 1 yr expiration date. It's not so much to allow them to have a higher cap for players, but a chance to buy draft picks from teams in need of extra cap.
2.5-3 mil is the avg going rate for a 3rd round pick
5-6 mil is the avg going rate for a 2nd round pick
10-12 mil is the avg going rate for a 1st round pick
